The Reading Instruction Competence Assessment (RICA) is being retired and will no longer be offered after June 30, 2025. The Commission on Teacher Credentialing has adopted a transition plan for the RICA Written Examination and RICA Video Performance Assessment pursuant to the Commission's work to implement Senate Bill 488 (Chap. 678, Stats. 2021) , commonly referred to as SB 488.

1. Do I need to pass all 3 RICA Written Examination subtests and the RICA Video Performance Assessment to complete the RICA requirement by June 30, 2025?
Either passing all 3 RICA Written Examination subtests OR passing the RICA Video Performance Assessment represents successful completion of the RICA requirement.
2. What is the last day to register for the RICA?
The last day to register for and take any subtest of the RICA Written Examination or the RICA Video Performance Assessment is June 30, 2025. After this date, the RICA will no longer be offered.
3. What is the deadline for passing the RICA?
Current and prospective candidates who wish to take the RICA to meet the credential requirement for literacy instruction must take and pass either all three subtests of the Written Examination or the Video Performance Assessment by July 1, 2025. Passing information will be available in your account at 10 p.m. (PST) on the test results release date that corresponds to your testing date.
4. If I don't pass the RICA by July 1, 2025, what are my options?

There is currently no option to meet the RICA requirement through coursework.

There is currently no plan to remove the RICA requirement through an Executive Order (EO).
7. How long will my RICA test results be available to me?
Test results are available for 2 years in your account. Once the 2-year period has passed, you may request additional copies of your test results by submitting a completed reprint request form.
